DragonPass is the membership it's listed under, SkyTeam Elite Plus status and SkyTeam premium-cabin tickets get you in, and it also sells pay-in entry so you can pay per visit without any membership. Whichever route you use, head past security to the centre of the departures level by duty free.

DragonPass is the membership the Skyview Lounge is listed under at Basel. Show a valid DragonPass and your boarding pass at the door; this is the simplest way in if you carry the card and don't have airline status.
DragonPassSkyTeam status & premium cabin
SkyTeam Elite Plus members, and passengers flying SkyTeam in business or first class, can use the Skyview Lounge on the day of travel. Access follows your tier and ticket — bring your card and boarding pass.
SkyTeamPay-in day entry
